A projector begins that familiar sound behind rows of teenagers who were probably expecting another lesson about turn signals, road signs, and stopping distances. Instead, the screen fills with crushed automobiles, shattered glass, bloodied faces, severed limbs, and bodies bent into positions no living person could survive. For generations of American students, this was all part of driver&rsquo;s education.<\/p>\n<hr \/>\n<p>Bret Wood&rsquo;s Hell&rsquo;s Highway: The True Story of Highway Safety Films examines the classroom scare tactics that attempted to create responsible drivers by showing young people the most gruesome consequences imaginable. Its main subject is the Highway Safety Foundation of Mansfield, Ohio, which produced notorious titles such as SIGNAL 30, MECHANIZED DEATH, WHEELS OF TRAGEDY, and HIGHWAYS OF AGONY between the late 1950s and 1970s. Their message was simple but blunt. Either drive carefully, or the next mangled body could be yours.<\/p>\n<p>These weren&rsquo;t horror movies with effects or actors pretending to die. Camera operators followed police and emergency crews to actual crash scenes, recording injured people, corpses, and devastated moments before the evidence had been cleared away. The footage was then edited into &ldquo;educational&rdquo; programs with stern narration explaining the mistakes that supposedly caused each death. Recklessness received its punishment. Alcohol led to destruction. A moment of distraction ended a life.<\/p>\n<p>Wood opens the documentary with a depth of exposition before reaching that blood-soaked period, tracing the history of educational cinema and its fascination with shaping behavior. Early classroom films often resembled morality plays in which actors demonstrated the approved way to work, date, socialize, remain healthy, or serve society. Personal conduct could be corrected through instruction, repetition, and public embarrassment. Nearly every problem became the result of a bad choice.<\/p>\n<p>The safety film creators believed conventional instruction wasn&rsquo;t enough. Teenagers already knew that speeding and drinking could be dangerous, yet warnings expressed through diagrams or statistics had become easy to dismiss. The Highway Safety Foundation offered something harder to forget. Rather than asking students to imagine the consequences, its films placed those consequences directly in front of them. The strategy may have been &ldquo;cruel,&rdquo; but it was also memorable. Interview subjects recall images that stayed with them for decades, sometimes in far greater detail than anything else they learned in school. Some believe that fear made them safer drivers. Others describe being disturbed without gaining anything useful from the experience.<\/p>\n<p>Wood doesn&rsquo;t force those reactions into a single, focused verdict. He allows former police officers, filmmakers, collectors, historians, and viewers to explain what the movies meant to them. John F. Butler speaks with deep admiration for Highway Safety Foundation founder Richard Wayman and regards the work as a public service that likely saved lives. Film archivist Rick Prelinger places the productions within a much broader tradition of institutions using educational films to enforce social order. Something Weird Video founder Mike Vraney approaches them as forbidden cultural objects whose severity eventually made them attractive to collectors.<\/p>\n<p>The differences between those perspectives keep the documentary from becoming a dismissal of outdated teaching methods. Wood recognizes the sincerity behind the project without confusing good intentions with ethical conduct. The people who made these films often believed they were preventing deaths. Their conviction doesn&rsquo;t erase the troubling way victims were transformed into instructional material. That question becomes harder to avoid each time the camera zooms in closer to a body. The dead couldn&rsquo;t consent to being photographed, narrated over, and projected before classrooms across the country. Their relatives may never have imagined that the worst moment of their lives would become part of a lesson plan. A human being could be reduced to an anonymous example of what happens when someone drives incorrectly.<\/p>\n<p>The films rarely seem concerned with preserving that personhood. Their narrators describe victims through the decisions that &ldquo;killed&rdquo; them, turning death into the final consequence of a moral equation. The result is educational material that looks increasingly like exploitation, even when the camera operators and producers insist upon their public purpose.<\/p>\n<p>Wood faces a related problem by showing the footage again. HELL&rsquo;S HIGHWAY needs these excerpts because descriptions alone couldn&rsquo;t communicate their severity or explain why they gained such a lasting reputation. At the same time, the documentary sometimes participates in the same morbid attraction it&rsquo;s examining. The images remain shocking, and their power can overwhelm the questions surrounding them. There are stretches where the film appears to trust the footage more than its analysis. Bodies are shown, the viewer recoils, and the conversation moves forward without fully confronting who those people were or whether their deaths should continue circulating as entertainment. The documentary understands that education and exploitation became inseparable, though it doesn&rsquo;t always examine its own position inside that exchange.<\/p>\n<p>Originally assembled in standard-definition video, the documentary has been reconstructed using remastered 16mm interview footage and newly restored elements from the safety films themselves. The increased definition doesn&rsquo;t sanitize the material. It restores texture to both the talking heads and the damaged archival images, making the history feel less like something recovered from a degraded videotape and more like a historical record that was always hiding in plain sight.<\/p>\n<p>The Foundation moved into other forms of social-warning cinema, including films about sexual predators, while its later history brought allegations involving pornography, fraud, organized crime, and unexplained death. Each development is strange enough to justify an entire documentary of its own. Together, they begin to crowd the movie. The final third feels like a series of increasingly unbelievable footnotes attached to a story that had already found its most compelling question. The material is never boring, but Wood rushes through some of the Foundation&rsquo;s wildest points in history while giving others more attention than their connection to highway safety warrants.<\/p>\n<p>The absence of a definitive answer may be part of the point. Fear is difficult to measure. A student who slows down after seeing a corpse can&rsquo;t prove the film changed anything. At the same time, someone traumatized by the experience can&rsquo;t know whether that memory may have prevented a fatal decision. The Foundation&rsquo;s defense rests upon lives that might have been saved, an outcome powerful enough to justify almost any method because it can never be disproved.<\/p>\n<p>What HELL&rsquo;S HIGHWAY captures exceptionally well is the American mixture of civic responsibility and commercial showmanship. These films wanted to educate, but they also needed audiences. The gore delivered attention. A more gruesome crash produced a stronger warning, and a stronger warning made the product easier to promote. Public safety and morbid curiosity were never opposite forces. They were partners.<\/p>\n<p>Wood&rsquo;s documentary remains dark and funny somehow simultaneously because the culture surrounding these films was so oblivious to its own contradictions. Narrators speak with an authority while titles such as TEENICIDE approach accidental self-parody. Well-meaning adults describe horrifying children for their own good, then seem surprised that the children remembered the horror more clearly than the lesson.<\/p>\n<p>More than two decades after its original release, HELL&rsquo;S HIGHWAY has become another layer of the history it documents. Wood interviewed people who carried firsthand knowledge of a movement that has since receded further into the past, preserving voices that might otherwise have disappeared along with battered classroom prints and obsolete projectors. The restoration gives those memories a deserved second life.<\/p>\n<p>The most disturbing element isn&rsquo;t any single corpse or twisted automobile. It&rsquo;s the confidence with which adults decided that terror and education were interchangeable. These films told teenagers that one mistake could leave them dead on the pavement, then presented the resulting body as proof. HELL&rsquo;S HIGHWAY understands the intention, the fascination, and the cruelty of that bargain, even when its own curiosity occasionally pulls it toward the wreckage.
