RAVING REVIEW: <\/strong><\/strong><\/strong>Twelve minutes doesn't give a filmmaker much room to hide. RULE, BRITANNIA doesn't try. Max Fisher establishes exactly who these men are, what they believe, and what they've decided to do almost immediately, then removes the comfortable environment where those convictions were formed and drops them somewhere considerably less forgiving.<\/p>\n

\n

Two flag-waving brothers head into the English Channel convinced they're doing their part to stop a refugee boat. The mission has an almost pathetic swagger, fueled by the confidence of people who haven't seriously considered what they're getting themselves into. Once their boat begins to fail, though, the performance of toughness becomes much harder to maintain.<\/p>\n

The irony at the heart of RULE, BRITANNIA is obvious by design. These men leave shore determined to confront people they see as a threat, only to wind up needing help from the same group once their own situation becomes dangerous. Fisher isn't constructing a puzzle or waiting for viewers to discover what he's getting at. He puts the contradiction right in front of us and spends the short examining what happens after that certainty runs into reality.<\/p>\n

That directness is both the film's strength and the main thing holding it back from hitting even harder.<\/p>\n

Michael Jibson and Anton Valensi don't play their characters as intimidating political monsters. They're recognizable men whose anger has hardened into absolute certainty, and that's much more useful to what Fisher is trying to accomplish. Their confidence initially feeds off one another, making the trip feel almost like an extension of a night out rather than a genuinely dangerous confrontation on open water.<\/p>\n

Tom Page-Turner's younger character changes that dynamic. His presence gives the adults' behavior another consequence because he's watching them, absorbing their attitudes, and learning what he's apparently supposed to believe. Fisher doesn't need a speech to explain that influence because it's already visible in how the characters interact. The younger generation isn't kept safely outside the hostility surrounding the adults; it's standing right beside them.<\/p>\n

RULE, BRITANNIA becomes much better once the sea starts dictating the terms. The open water strips away nearly everything these men have been using to reinforce their confidence. No crowd surrounds them, no comfortable argument to win, and nowhere to retreat when circumstances turn dangerous. Their slogans aren't particularly useful when the boat stops behaving as expected.<\/p>\n

Fisher shot the film at sea, and that decision gives these sequences a physical uneasiness that would be difficult to manufacture somewhere safer. The confined boat, unstable water, and lack of anything solid nearby create pressure without requiring much embellishment. Cinematographer Luke Jacobs keeps the characters close enough that the location starts to feel strangely claustrophobic, despite the enormous amount of open space surrounding them.<\/p>\n

That's where the film's survival-thriller side does some of its best work. RULE, BRITANNIA isn't simply arranging characters to illustrate an argument once they're on the water; there's an immediate practical problem that has to be dealt with. Fear changes their behavior faster than debate ever could.<\/p>\n

The refugee passengers are handled differently, and intentionally so. Fisher doesn't give them matching speeches designed to counter every claim the British characters make. Instead, their presence complicates what had previously existed largely as an abstraction in someone else's imagination. People once discussed as a threatening mass suddenly have faces, reactions, and immediate problems of their own.<\/p>\n

That shift works because the short largely trusts the situation to make its point. It's far more effective to watch someone confront the human consequences of his beliefs than to hear characters explain those consequences aloud. When RULE, BRITANNIA stays in that uncomfortable space, genuine tension emerges between self-preservation, pride, and the possibility of recognizing another person outside the political framework built around them.<\/p>\n

Unfortunately, the screenplay occasionally seems worried that the audience might miss an argument that's already extremely difficult to miss. The setup is so carefully constructed as an inversion that some of the additional emphasis feels unnecessary. These aren't subtle circumstances, and a little more confidence in the imagery and performances could've given viewers more room to sit with what they're seeing.<\/p>\n

That becomes particularly noticeable because twelve minutes is so little time. Nearly every beat needs to move from certainty to crisis, leaving little room for these characters to become more complicated than the roles the premise requires. We understand them, but we're primarily understanding the attitudes they represent rather than discovering much about the men underneath them.<\/p>\n

There's a legitimate question of whether greater complexity would even serve a short this concentrated. Fisher isn't attempting an exhaustive examination of immigration policy or Britain's broader political divisions, nor could twelve minutes carry that weight. He takes one specific form of hostility and tests it against an immediate human situation.<\/p>\n

Keeping the focus that narrow prevents RULE, BRITANNIA from turning into an overloaded political lecture. Whatever someone brings to the larger immigration debate, the scenario Fisher constructs is fundamentally about what people do when ideology collides with another person's vulnerability and, eventually, their own. The film takes a clear stance on that question, but its strongest moments come from behavior rather than declaration.<\/p>\n

Stephen Dunne's editing deserves some credit for how quickly the situation tightens. There's very little wasted movement once the trip begins, and the short understands that twelve minutes can feel surprisingly long when people are trapped somewhere they can't simply walk away from. Jon Clarke's score supports that growing unease without turning every development into an announcement.<\/p>\n

The title also works because RULE, BRITANNIA takes a phrase associated with confidence, national pride, and command of the seas and sets it against men who quickly discover how little control they actually have once they’re out there. Fisher never needs to overplay that irony. The water does most of the work for him, turning their planned show of strength into a situation where basic survival becomes the only thing that matters.<\/p>\n

That simplicity probably explains why the short has traveled well on the festival circuit, including stops at Raindance, Tampere, Odense and Edmonton. The politics are specifically British, but the larger idea isn’t difficult to understand outside the UK. Fear becomes easier to maintain when the people being discussed remain distant, and Fisher’s entire setup is designed to collapse that distance as quickly and uncomfortably as possible.<\/p>\n

The result is a short that works better as a pressure chamber than as an argument. Its political intent is never ambiguous, and viewers looking for a deliberately open-ended debate won't find one. What Fisher does provide is a controlled situation where confidence can be tested under conditions that don't care how loudly anyone previously expressed it.<\/p>\n

RULE, BRITANNIA would've benefited from trusting that setup just a little more. Its strongest images already communicate the reversal, and its performers can carry the discomfort without every thematic idea needing another underline. Greater restraint in those moments might have made an already uncomfortable film linger longer.<\/p>\n

Impressive craft is packed into these twelve minutes. Fisher gets genuine scale from a small production, turns open water into a remarkably effective confined space, and understands that survival can dismantle bravado much faster than another argument ever will.<\/p>\n

RULE, BRITANNIA begins with men convinced they know exactly who the threat is. By putting everyone in the same boat, Fisher makes certainty much harder to maintain.<\/p>\n
